List of HDB SERS sites

Selective En-bloc Redevelopment Scheme started in 1995 and by 2007 were selected 71 sites. In 2008-2018 only 10 SERS sites were announced, total 7883 flats. At this rate, 306 years are required to replace all 241343 flats built between 1971 and 1980. It is obvious that SERS is highly selective and only a small amount of these flats will be selected for redevelopment.

SERS history

During 1990s, the old estates built in 1960s and 1970s suffered from dilapidated buildings, aging population and businesses moving out. On resale market Queenstown and Ang Mo Kio were cheaper than Pasir Ris, one of the cheapest towns today (source: Resale flat prices database). To counter this, HDB launched Main Upgrading Programme in 1990, Interim Upgrading Programme in 1993 and Selective En-bloc Redevelopment Scheme in 1995.

Although small-scale redevelopment of old estates started in 1966, with demolition of single-storey artisans quarters, the mass demolition of rental blocks started in late 1980s.

Some owner-occupied blocks may have been also demolished before SERS being introduced. With no dedicated replacement blocks, residents were compensated at market value and moved anywhere they wanted. For example Dawson estate had over 100 blocks but only 3 of them (blk 6A, 6B, 39) appears in the list of SERS sites. I am in doubt that all others were rental. At least some terraced houses were owned.

SERS programme was introduced to redevelop owner-occupied blocks built up to 1980 and move residents in nearby location in purposely-build replacement blocks to maintain community. Usually low-rise blocks with large spaces between them are selected for SERS while dense and tall blocks are selected for upgrading.

HDB do not give you a replacement flat automatically, instead they compensate you with the market value of your flat, then you need to buy yourself another flat, which can be bigger or smaller, and you can get profit or need to pay with CPF the difference to the price of new flat. I would like to know how people dealt in early SERS sites, where affected blocks had 2/3-room flats and replacement blocks 4/5-room flats sold at much higher price. Since 2004 the residents can enjoy SERS benefits anywhere instead of being limited to the designated replacement blocks.

HDB resale flat prices per square meter by lease year

 

According Press Release of 22 August 1995Only a small number of estates/areas are likely to be considered for redevelopment under SERS. They will be the exception rather than the rule. These are old HDB estates developed at low density, or selected blocks which can be redeveloped with adjacent vacant land to give a better yield of flats

In 1995 HDB decided to redevelop only (some of) blocks built up to 1980. Depot Road blk 103, 110, 111 built in 1975 and Ang Mo Kio blk 309, 315, 316 built in 1977 were identified for SERS in 1995 and 1996 and demolished around 2000 (after 25 years).

Rumours

The 1997 Asian Crisis affected demand for flats, resale flat prices in young towns continued to drop by 2006, while in mature towns prices started to rise in 2002 fueled by upgrading programmes and SERS.

71 SERS sites were announced between 1995 and 2007, creating widespread rumors that any 1960s and 1970s block can get SERS, increasing demand for old flats, people buying 1960s and 1970s flats on purpose to have their block demolished and receive a new flat at subsidized price. As seen in above chart, since mid-2000s blocks leased in 1966-1980 reach higher price per square meter than blocks leased in 1981-2000. Due to this reason, is no longer viable for HDB to redevelop old blocks, number of blocks selected for redevelopment dropped dramatically.

Between 2008 and 2018, only 10 SERS sites were announced, total 7883 flats. At this rate, 306 years are required to replace all 241343 flats built between 1971 and 1980. It is obvious that SERS is highly selective and only a small amount of these flats will be selected for redevelopment in the near future, so most people who bought old flats hoping to get a new flat at subsidized price risk seeing their flats running towards end of 99-year leases without any redevelopment.

Until 2018 I believed that HDB is waiting for the old flats to get closer to their end of lease when their market value will drop significantly, then increase number of SERS sites.

On 19 August 2018 HDB announced that only 5% of total sold flats are eligible for SERS, of which 4% have been selected already. For all other flats there will be VERS (Voluntary En-bloc Redevelopment Scheme) that will start in approximately 20 years from now (probably in 2036 when first leases reach 70 years old). Polls will be made in each precint and they require 75% of owners to vote to go VERS or keep living in their flats until leases run out.

Due to rapid and short development of towns like Ang Mo Kio (1976-1982), Bedok (1974-1986), Marine Parade (1975-1978), HDB cannot VERS all blocks once they are 70 years old, so they will be redeveloped stages when they are between 70 and 90 years old. Details such as selection criteria, compensation offered, etc, and how VERS will be financed, are not yet decided, leading to speculation. Many things can change in 20 years, including our ruling party!

Interesting facts

Depot Road Estate built in early 1970s was fully redeveloped starting from 2000 except the 25-storey 5-room point blocks. Quote from HDB Press Release of 8 Nov 1995: Blocks 113 and 114 have not been included for SERS. These two point blocks are 25-storeys high with a total of 192 units of 5-room sold flats. Given their existing height, it is more viable to upgrade these blocks than to redevelop them. Hence they have been scheduled for the Main Upgrading Programme by the year 2000, in tandem with the redevelopment works in Phase II.

Syed Alwi Road blocks 3, 4, 5 were the first 25-storey blocks (4-room) demolished via SERS (announced 1997).

Hillview Estate built in 1977-1978 was the biggest SERS site and most controversial. Originally only the low-rise blocks were scheduled for demolition, but would left three 25-storey blocks in middle of nowhere so they decided to demolish entire estate, being the first 5-room point blocks blocks to be demolished, in 2006.

I heard 3 different stories about reason of demolition. Political stories: opposition ward at elections, so HDB decided to mix the residents in Bukit Batok. Paranormal stories: estate was haunted by ghosts and Pontianak. Army stories: nearby camp had to be upgraded to high security camp and the 25-storey blocks allowed espionage (however the army camp can be viewed also from Bukit Panjang 30-storey blocks).

While low-rise blocks have higher chances to get SERS, more 25-storey blocks been chosen: Holland Drive blk 22, 23  (5-room) in 2005 and blk 110, 111, 112 Bukit Merah View (4-room) in 2009.

Shortest-living HDB blocks were Bedok South Avenue blk 9, 10, 11, 1-room rental blocks built in mid-1970s, demolished around 1990.

How you can (not) guess future SERS sites

Future SERS sites is a HDB top secret information, only few employees knowing about this, to prevent price speculation, and they are subject to change. If there are rumors that a block will get SERS, people will value their flats higher, HDB would need to pay higher compensations thus may cancel plan to select for redevelopment.

Disclaimer

  • Nobody can answer WHEN a block will get SERS. DON’T ask such questions, and DON’T trust agents lying you that block ### will get SERS in 1, 2, 5 years, etc.
  • We cannot be sure that a block will be redeveloped until HDB officially announce SERS. Instead, we can be sure that HDB won’t announce SERS for at least 20 years after MUP, IUP, HIP and 10 years after LUP.
  • Blocks with large spaces between are more likely to be redeveloped, or sitting on plots allowing 30+ storey. Geylang, Hougang, Tampines, etc, are limited to 20 floors or less because of Changi Airport and Paya Lebar Airbase. So these towns won’t have SERS sites until airbase close in 2030.
  • Look in URA Master Plan for plot ratios, most HDB blocks have 2.8 and after blocks been demolished plot ratio been increased, so if you see plot ratios 3.5 or higher in vicinity of old blocks, then they are likely to be demolished as well.
  • Some people asked me what is average age for a block to be selected for SERS. The rule is NOT based on age but on construction year: blocks built up to 1980 are chosen for redevelopment (flat types: Standard, Improved, New Generation). Model A (introduced in 1982) and Simplified (introduced in 1984) do not have chances for SERS now. This rule announced in 1995 is still followed as 2022, for how long I don’t know (some exceptions, see below).
  • See HDB Interactive Map where pre-1980 blocks are colored in red. For you as owner, the lease year matter, but for SERS construction year matter. Redhill Close blocks were built in 1955 and were rental flats, until 1 May 1983 when they were leased (allowed tenants to buy flats).
  • HDB e-service enquire status of upgrading programmes may have errors. In 2010 I checked all pre-1980 blocks one by one and compiled the HDB Database in Excel for purpose of seeing all blocks at once, database which I updated in 2015 checking all blocks including those checked in 2010. Marsiling Drive blk 27-29 and 33-34 showed in 2010 that got MUP in 1997 and LUP in 2004, but now as 2015 the e-service do not show the LUP but only the MUP. Google StreetView confirm the LUP done in 2004. I assume that similar errors exist. I do not have time to counter-check all blocks.
  • You can check Google Streetview and go to talk with residents about possible unlisted upgrading programmes.

In 2010 I identified about 10 potential SERS sites with NO upgrading programmes, but most of them were selected for LUP next years (except Tiong Bahru post-war blocks) while only Bukit Merah View, Clementi Avenue 5 were selected for SERS, proving how HARD is to predict correctly.

Height limit matter

Blocks 210-224 built in phase II of Toa Payoh, 1975-1978, having large space between blocks were likely to get SERS and be redeveloped in 40-50 storey blocks, while MacPherson estate built in 1960-1965, despite of being older, was selected for MUP instead of SERS because the blocks were packed close apart, and the proximity of Paya Lebar airbase height limit of 18 floors, do not allow redevelopment in higher density. The only blocks demolished in MacPherson were 1/2-room rental blocks, demolished during 1980s.

Surprisingly, after having all ingredients for a SERS site, Toa Payoh blocks 210-224 were selected for LUP in 2011, NRP in 2013 and HIP in 2012 and 2014. Does anyone know what was PAP support ratio in this precint?

The first & exceptional cases

Punggol Road blk 206 and 207 were first post-1980 blocks demolished (around 2006). They were farmer blocks built in 1986 next to blk 1-5 built in 1978 (source) and were damaging image of the modern Sengkang New Town.

In 2011 Redhill and Boon Lay were the first upgraded blocks to be identified for SERS (they underwent Main Upgrading Programme in early 1990s but were not technically feasible for Lift Upgrading Programme). LUP began in 2001 and is scheduled to end in 2014. However, some blocks received lifts stopping at every floor during MUP in 1990s, so they do not need also LUP, making predictions HARDER. But, any block that still do not have lifts that stop at every floor is very likely to get SERS. Anyone who spot such blocks is invited to leave a comment!

2016 site Clementi blocks 513-520 (IUP 1998, LUP 2008) were first blocks with LUP.

2022 site Ang Mo Kio blocks 562-565 were second with LUP (IUP 1999, LUP 2006). We believe that HDB choose choose them now before prices will go up because of upcoming Tavistock station on Cross Island Line that is scheduled for 2030.

2022 site for Woodlands blocks 212-218 were first blocks with HIP (IUP 1998, LUP 2008, HIP 14 Oct 2010), first “Model A” flats, and together with Punggol Road blk 206 and 207, are so far the only post-1980 blocks selected for redevelopment. They were chosen because Woodlands Checkpoint required land for expansion, not because were old. I do not expect more post-1980 blocks or HIP-upgraded blocks to get SERS over next few years because there are many blocks without HIP that are more likely to get SERS.

Potential SERS sites spotted by me + non-SERS sites that people asked about

I listed below over 20 potential SERS sites with no upgrading programmes after 2000. If HDB continue to announce 1 SERS site every 2 years, and they may announce other sites not listed here, each of the below sites have less than 20% chances to get SERS next 5 years.

Central

York Hill Estate, there are 8 rental blocks and 3 ownership blocks (8, 9, 10) which got MUP in 1994 but nothing else. But first HDB need to build enough rental replacement blocks. Someone should check how many units are empty, when majority of rental blocks gets empty, SERS may come for the owned blocks!

Jalan Batu blocks 1-14 underwent MUP in 1996 but nothing else, they sit on prime land, may get SERS soon.

Ang Mo Kio

Last SERS site: 2006, so we expect a new SERS site soon.

Blocks 207-208, 215-216 underwent MUP in 1998 including lifts that stop at every floor, but were excluded from subsequent upgrades affecting neighbor blocks, together with block 217 1-room rental and nearby carpark, can free a large piece of land.

Blocks 303-306, 319-321 also underwent MUP in 1998 and nothing else, there is a rental block nearby (318).

No other SERS sites are expected in Ang Mo Kio, all blocks got LUP or MUP in late 1990s or later.

Surprisignly, blocks 562-565 were announced for SERS on 7 April 2022, despite of LUP in 2006.

Bedok

Chai Chee blk 30-40 (built early 1970s) underwent MUP in 1993 but no LUP so may be a SERS site, maybe during 2020s. blk 33-34 got LUP in 2012 making entire estate unlikely to get SERS.

Bedok blk 22-30 got MUP in 1996 then nothing else.

No more SERS sites are expected in Bedok, all blocks got LUP or MUP in late 1990s or later.

Bishan

Sin Ming blocks 22, 23 24 got MUP in 1995 and only block 25 got LUP in 2009, this may be a sign that other 3 blocks are reserved for a future SERS site (thanks to Low Joo Ling comment).

Bukit Batok

Starting from 2014 I have been asking by multiple people if various blocks in Bukit Batok will get SERS (example: Justin comment). Even if Bukit Batok have potential of redevelopment into 30-storey blocks, there is NO sign that SERS programme will be extended to 1980s towns in the near future, also all blocks in Bukit Batok got LUP, so I am 100% sure that will be NO SERS in Bukit Batok until at least 2030. Residents are spreading false rumors!

Bukit Merah

Tiong Bahru pre-war blocks (built 1936-1940) are under conservation and being the place of pilot home ownership scheme in 1964, they are transacted as private properties. They will NOT get SERS, but may see a collective en-bloc sale to a private developer IF conservation status is removed.

Tiong Bahru post-war blocks (built 1948-1954) are not feasible for LUP due to staircase position. This is a potential SERS site but many people (including me) hope that they will be put under conservation, like the nearby pre-war blocks.

Bukit Ho Swee estate received MUP in phases in 1992, 1994, 1996, then the blocks from first 2 phases received LUP in 2006 (the 3rd MUP phase in 1996 included upgrading lifts so LUP was no longer necessary), although it does have potential of redevelopment to 40+ storey, the LUP makes SERS unlikely sooner than 2026.

Bukit Timah

Farrer Road blocks 2, 3, 4, 6, 8 got MUP in 1994 and HDB Enquire Status of upgrading programmes says clearly that no LUP was announced, several people told me to include estate as potential SERS site. However, blocks 1 and 5 got LUP in 2011-2012, making whole estate less likely for SERS in near future. But in distant future, whole estate may be demolished.

Clementi

No more SERS sites are expected in Clementi, all blocks got LUP or MUP in late 1990s or later.

Unbelievable! Blocks 513-520 that got LUP in 2008 were announced for SERS in 2016, at just 5 years since last SERS site in Clementi in 2011.

Geylang

MacPherson estate, although built in same time with Tanglin Halt, did not got any SERS to date, because of the proximity of Paya Lebar airbase which limit height to 18 floors. However, the 2013 announcement that Paya Lebar airbase will be closed (in 2030?), and the lack of other upgrading programmes after MUP done in 1993-1994 which included lift stopping on every floor, indicate that SERS will come in distant future. There are 5574 dwelling units in the blocks 21-83 built in 1960s (excluding blocks added in 1990s), probably will be redeveloped in 2-3 phases, starting from late 2020s.

Jurong West

Taman Jurong blk 116-122 underwent MUP in 1998 but nothing else, may get SERS during 2020s.

Boon Lay blk 207-215 underwent MUP in 1997 but nothing else, they have very big spaces between blocks thus suitable for SERS, but where the replacement blocks can be built? HDB filled all available land in Jurong West with BTO projects.

Kallang

Old Airport Road Estate blk 2-32 were built in 1958, they were never sold to tenants, in 2014 was announced that they will be cleared in 2016 and 15 of 17 SIT blocks will be demolished for an “immediate redevelopment”.

Old Airport Road blk 93, 95, 97, 99 built by HDB in 1960s allowed home ownership, they got MUP in 1992 and nothing else. I believe that they may get SERS around 2017 when the rental blocks will be cleared, the replacement blocks for these 4 blocks may be built here. People informed me that carpark is being upgraded with lift, this lower SERS potential, unless they demolish blocks and keep carpark.

Marine Parade

Marine Parade is the most expensive 1960s/1970s estate, and due to this reason, SERS is not viable. I believe that HDB is waiting for the leases to be 60-70-80 years old when flat values will be lower, then do SERS. This is likely to not happen before closure of Paya Lebar airbase in 2030s, when height restriction of ~25 floors will be removed. Where can be the replacement site?

Queenstown

Commonwealth View and Tanglin Halt, built in early 1960s, underwent MUP in batches between 1992 and 2000, they sit on prime land with potential of 50-storey blocks so may be a good idea to do SERS in late 2010s or 2020s. But due to large number of blocks, doing SERS would take at least 2 decades and is difficult to predict which will be the first to be demolished.

Blocks 74-80 were identified for SERS in 2008. After 6 years, in 2014, the big SURPRISE happened! All remaining Tanglin Halt was identified for SERS (3538 flats).

We expect Commonwealth View (3384 flats) to have same fate in 6 or more years, the replacement site may be in Tanglin Halt which will be demolished around 2021.

Mei Ling / Stirling Road blocks 151-164 got MUP in 1996-1998, blocks 167-170 underwent MUP in 1993, both nothing else after, while nearby blocks 165, 166, 168A, 171 that got MUP in 1993 too got also LUP in 2009. This may indicate that the blocks 167-170 are reserved for demolition, or they did not had lifts upgraded during MUP due to costs.

Ghim Moh and Dover all remaining blocks got MUP in 1997, 1999, 2000 and nothing else after, since Ghim Moh blocks 9-12 got SERS in 2006 and demolished in 2014-2015, we expect a new SERS site soon!

Toa Payoh

Last SERS site in Toa Payoh was 2003, so we expect a new SERS site soon.

Blocks 1-3 got MUP in 1990 then nothing else, they do not have lifts stopping at every floor, may be a SERS site soon!

Blocks 4-15 got MUP in 1994 then nothing else, don’t know if lifts stop at every floor, may be included in same SERS site.

Blocks 34, 38, 47, 51-53, 56-61, 107-128, 158-163, 168-174 … got MUP in 1993-1995 and nothing else, are also candidates for SERS but not in near future, may take 10-20 years to replace all them, nobody can tell which ones will be first.

Blocks 91-100 also got MUP in 1995 and 3 of them (91, 94, 95) got also LUP in 2006, I would not have counted them in SERS until September 2017 someone informed me that the remaining blocks do not have lifts stopping at every floor. Not being selected for LUP despite of being eligible, may indicate a future SERS site (together with rental blocks 103-106)?

Others

Many people asked about SIT terraced houses in Stirling Road and Jalan Bahagia. Lots of terraced houses were demolished during 1990s but the fact that after 2000 no more were demolished may indicate that HDB is willing to preserve these two clusters of terraced houses, how long… nobody knows.

The floor area vary from original 84 sqm to over 200 sqm, if they will get SERS, HDB need to compensate owners with record sums of money, which will give owners too much profit compared with the price SERS replacement flats. Probably HDB is waiting them to be more than 70 years old when market value will drop fast. I wish to know what was the process of demolition of terraced houses in Dawson estate in late 1990s, since they are NOT included in official list of SERS sites but they were owned thus owners had to be compensated according some criteria.

Prime Minister Lee Hsien Loong said in his National Day Rally speech in 2013 that Paya Lebar Airbase will be closed, without giving a specific date, 2017 news report said that closure will be in 2030. Once airbase is closed, height restrictions will be removed and make potential SERS sites the MacPherson 1960s estate as well as large areas in Geylang and Hougang. I am questioning if the 280 meter nationwide height limit will be removed too.

      THAT’S WHY… do you noticed that most (if not all) SERS replacement blocks are 30-40 floors? Redhill SIT residents will get a 50-storey complex with skygardens in 2017.
      Airbase limit height in MacPherson. Demolishing the DENSE 10-storey blocks with ~50 sqm flats and rebuilt as 18-storey may lead to same or even lower number of units due of today average flat size of 83 sqm and requirements in space between blocks.

    1. Can you tell me what’s going on with Toa Payoh blocks 28, 30, 31, 32 ?
      They are evacuated since 2008 and are STILL standing! Are they used for rental, interim housing or something?
      As I said above, I predict that AFTER these block will be demolished, Lorong 8 blocks will be selected for SERS.

      I am curious too if the high-rise point blocks will be kept. Toa Payoh block 83 (low-rise) was kept too, while all surrounding blocks were demolished and redeveloped. Bukit Merah View all high-rises were demolished, but they were 4-room point blocks while Toa Payoh ones are 5-room (newer series).

    If you could tell me, may I know what is the reason for the demolition of Block 83 at Bedok North Road?
    It was the only block that got demolished in that area when in fact the other blocks were build during the same time.
    Could it be that Block 83 was standing on a hilly side and over the years the soil became unstable?

    1. Bedok block 83 had 32 units per floor and probably 11 floors = 352 units, too few, considering that was on a land 150×110 meters and potential 500+ units if they build 20+ floors.
      Also, think yourself, if they would demolished a large amount of blocks, where the residents could be moved? HDB frequently demolish just few block to make space for replacement blocks for demolishing the rest of blocks too. Just checked Google StreetView and blocks 74-82 do not have lifts added = potential SERS site?

      1. Thanks for the reply. Your explanation made sense. Yes there were 11 floors altogether, from 2nd storey up to 12 storey. I was one of the occupants of that block during my childhood. That block was a long stretch which was curved into a ‘U’ shape. Imagine 32 units per floor. It is impossible to to get to know all the neighbours if one is staying at the lift landing floor as the corridor has no divider from one end to the other.

        Even blocks 84 as well as the nearby blocks 90+ and market 85 may get listed for SERS due to low-rise and old-fashioned market. There is a potential. I don’t think the low-rise 4-floors blocks would be preserved.

    May I know what’s the plan for Bedok South blks 46 ~ 50 ?
    They are evacuated since 2007 (not sure if correct) and understand that they are used for rental or interim housing.

    1. Using the blocks cleared via SERS for rental housing is a common thing… until the land is redeveloped or HDB will build enough new rental blocks. So they may be demolished anytime if HDB decide to launch a BTO here. Why do you ask? Are you worried tenant living in them?

      But I am surprised, they are 4-room blocks! I though that only 1/2-room are given for rental…. what is the rent cost?

  6. Any idea of the development of Jalan Batu/Kampong Arang/Kapmpong Kayu area? Old housing with lifts upgraded but sits on near the stadium nestled within all the high end condominiums. I had plans to purchase the flat there hoping for SERs. What is your thoughts?

    1. Did the lifts were upgraded via MUP in 1996? I think that is a good idea to select them for SERS as the area can be redeveloped in 20+ storey blocks, but when this will happen… maybe after 2020?

  7. Toa Payoh Blk 28, 30, 32 and 33 was rented out to foreigners. Heard it’s to Resort World sentosa staff. But hte rental has since stopped recently due to complains from singaporeans over the rental policies favourable to foreigners

  8. Hi, while I perfectly understand the objective of doing homework to identify potential SERS, kindly review your current and ongoing financial commitment if you ever decide to go for it. Also take note of other key parameters like HDB/CPF rulings, quality of life, any impact to family members, etc. This can be a long term investment, with no guarantee it will happen within short span of years. Who know when it could happen, i.e. 3, 5, 10 or even 20 years later? Will you be financially ready then? especially if you choose to upgrade to a bigger unit and expected to top up using more cash or cpf. Note- current minimum sum ruling kick in at ages 55.

    I must say SERS is not a bed of roses, some benefitted but some don’t, really depend on individual case. Seriously, please do some homework on the past SERS residents complaints and review your own case. Lastly, I strongly suggest have better understand on HDB/CPF rulings and stay updated on any new policy changes……..

    1. Block 25 had MUP in 1996, but does have lifts stopping on every floor? If yes, I think that will stand more than 10 years as there are many other blocks in Toa Payoh that may go SERS earlier, and considering how slow SERS are announced now (almost 2 years since last announcement)…

        1. The 2-3 steps at main door aren’t in most of Toa Payoh blocks? What makes you to think that your block will be the first chosen for SERS? Not a big issue unless there are people in wheelchair. Can’t they purchase a HDB Studio apartment?

    1. IUP was done in 1994 for all blocks. LUP was announced in 2009 for all blocks except 410-412. Strange! This may indicate that 3 blocks are reserved for possible demolition in the future.

    1. We talked over LIVE CHAT. You were saying that you want to buy an expensive terrace house to live on land but afraid of having hour house demolished. Indeed SIT terraced houses are expensive for public housing but they are still cheaper than private housing. I suggested you to look at Westwood Park and Villa Verde, they cost about 1.5 – 2 million (if your budget allow), they WORTH this money because are are 200 sqm+ and fully private… and you closed the chat!

      For people who may ask about buying SIT terrace house for SERS purposes, I can say that these houses may get SERS some day but we can’t know if this will happen next year or in 20 years.

      I am curious how much owners will be compensated considering that some terraced houses are 78 sqm original size and others are expanded to over 200 sqm. Last time a terrace house was demolished was in 1990s Dawson, before starting of SERS programme, and I never found info about compensations received or where the residents moved.

    1. Age does not matter, block height and density matter.
      Marine Parade is the only 1970s HDB estate remained intact, no demolitions and also no new blocks. Where the residents would be moved if it will get SERS? They would not agree to lose waterfront houses and live inland in Bedok. Also Marine Parade HDBs are quite tall and they cannot be rebuilt taller, at this moment.
      BUT Paya Lebar airport will be closed in 2026. This may lift height restrictions all over Geylang, Marine Parade and Tampines West, possible even 280m nationwide limit will be removed. That is the time when the potential of redevelopment into 50-storey blocks rise in Marine Parade. Rememver, NOBODY GUARANTEE that they will get SERS in 2026 and not in 2030s, 2040s, etc.

      What intrigues me is Lagoon View, Laguna Park, and Neptune Court. They are low-density privatized HUDC and would have bigger potential for en-bloc and redevelopment into high-density waterfront condos. Why this do not happen?

      Bukit Batok is 1980s town and no 1980s block was demolished so far. Block 324-336 got Interim upgrading programme in 2006 so I bet that they will standing in 2030-2040 at least.

      2. Hi.. SERS criteria will be how much economic value the land can give if its rebuilt and sold. Bukit batok is surrounded by natural hills and greeneries. Its a best choice for SERs for govt. So I can safely predict within 8 years it should be enblocked. Esp blocks 500++

    1. Don’t you think that Tampines have the densest HDB blocks? Can they be demolished and rebuilt denser? I’M DOUBT.
      Simei Estate have big spaces between blocks but the height restrictions from Changi airport prevent SERS.

  16. Blk 22-24 Sin Ming Road recreceived Main Upgrading Programme in 1999. They have not receive any other upgrading programmes since. They were completed in 1973 and is within an industrial estate. According to the USA Master Plan 2014, the site where the industrial buildings (mostly car workshops) have been slated for residential development). A few of the workshops are due to be demolished once the upcoming Sin Ming Autocity is completed. In other words, the surrounding HDB blocks may be redeveloped together. Block 22 is one of the longest HDB blocks in Singapore, sharing the same design as the late Block 79 Toa Payoh, just that it had 12 floors instead of 10.

  18. Hi there, I am currently looking for a resale flat near my parents place.
    Was told by the agent that Taman Ho Swee is a super high potential SERS site due to the future MRT and because the surrounding blocks had been demolished for SERS.
    But realised that it had recently been LUP but no MUP. No utility romp added to the blocks.
    In fact, most blocks around it like in Beo Cresent, Bukit Ho Swee area had added utility room.

    Hope you are able to advise what are the chances of a flat to go under LUP and SERS.
    I guess there are some cases right? Thanks 🙂

    1. These agents are stupid… trying to sell their flats by LYING customers about SERS potential just because the block is old. SERS is NOT intended to replace blocks which are reaching a given age.
      Heard a similar case from someone who bought in 2003 a flat in Tanglin Halt after agent told that “1960s blocks will get SERS soon”, owner contacted me asking when SERS is coming because 10 years passed. I told him that shall buy a flat in a block without any upgrading programmes to get sooner SERS…. well that wasn’t agent fault. Nobody predicted that rate of SERS announcements will drop after 2007.
      But your agent is WORSE. If your block got LUP then what SERS he dream on? All Bukit Ho Swee got MUP in 1992, 1994, 1996, blocks 34-50 did not got LUP because in 1996 MOP included also lift upgrades. Let’s say that they are a potential SERS site, but from your message I understand that your block is within 2-32 who got LUP in 2006 so NO SERS for you!

  20. Any chance of SERS in Bukit Batok anytime in the near future? Our house was built in 1985 and underwent LUP, completed in 2009. We noticed that other blocks in Bt Batok underwent LUP later than us but are already undergoing or have completed HIP, whereas our area had no news of HIP so far…

  21. Just curious also about whether the height/type of flat within the block affects the chances of SERS? Mine is a point block that houses 96 units of 5A. Many below-12 storeys blocks around us.

    1. Model A flats = introduced in 1982 and designed to last longer than Standard / Improved blocks. So far SERS affected only blocks built BEFORE 1980, and there are still many 1970s blocks standing that should be demolished before going into 1980s.
      PS: you’re 5th person talking about SERS in Bukit Batok. What is going on in this town?

How to know if it has been sold already to a developer? Or is there any chance they’re waiting for the Tanglin Halt blocks to be vacated to sell it?

    1. Other 5 blocks aren’t emptied? They may demolish all at once. Sometimes emptied blocks, if there is no immediate redevelopment plan, are kept for public rental housing or rented to workers of some project.

  23. Thanks for compiling the list. I say nearby the latest SERS – Queenstown, Stirling rd, block 16x. I had lift upgrading and utility room before I bought the unit, the unit across the had lift upgrading done.

    Given than my block is built in 1971 (older than me) how likely I the whole estate get SERS (my whole estate is huge, I dont think they can afford to SERS everything at once…….

    1. Nobody can predict when first lift-upgraded blocks will get SERS, moreover your particular block.
      But as you can see Tanglin Halt had SERS in 2003, 2008, 2014, so I expect Commonwealth View to get SERS around 2020, Mei Ling & Stirling Road may get after that.

      1. Hi, just to share some info here.
        Stirling Road block 16x just done some “upgrading” since 2015, including:-

        – replaced the water fountain by a new built pavilion in front of block 166.
        – changing of new water supply pipeline, water meter, electric meter by PUB, and also the gas meter by Citygas.
        – install new lift at block 171 (can stop at every level) and multi-storey carpark (blk 171A).
        – re-paint carpark at blk 169A and 171A. (at the sametime do installation of electronic parking system at the entire neighbourhood)
        – install new lift at block 166 so that residents no need to climbing up via stair to block 169 / 170 level. (work done but not yet open for public use)
        – modified part of the staircase link to bus stop no 11029 (along Queensway) into wheelchair pavement, with all stainless steel railing. (just completed)

        So i guess no chance for SERS in near future…….

    We have bought Blk439 (point block) at AMK Ave 10 from HDB (sales of balance flats) and the flat is about 37yrs old and HIP is announced. Do you think is a good buy? Location well is good as is walking distance to MRT however due to recent HIP, it will not be en bloc for next 20yrs as u mentioned. We are worried that we might face difficulties in selling away this unit as it will be >40yrs old since we need to stay for a min of 5yrs.

    1. The only reason for which you may face difficulties to sell… is the rising number of paranoid people like yourself!
      Even if it may lose some value after few years, you should be happy for the fact that you lived in such good location.
      Remember that SERS is selective and not replacing ALL old flats at a given age.

    Take a look at Blk 11 – 16 Upper Boon Keng Road (3 rooms flat). It was built in 1974. The flat was upgraded with lift and utility room. Blk 17 is the hawker center and will be upgrading from March 2015. There are few empty plots of land nearby.

    What are the chances of enblock there?

    1. Block 15 being segmented block got LUP in 2009, I assume that other blocks had lifts upgraded during MUP in 1995. so… NO SERS chances.

  29. Hi there! Noticed no one asked about Selegie House block 8,9,10. Built about 50 years ago. Last major upgrade 1996. Rochor MRT within 2 min walk which will commence next year. The flats are 10-18 storeys. What do you think?

    1. These commercial+residential complexes in Central Area does not seems to have big chances for SERS. Especially Selegie House, tallest block in Singapore at its time, we will be VERY SAD to see it gone. Rochor Centre was an exception, due of expressway construction. However blocks 1-7 and 11-13 from Stamford Estate that Selegie House is part of, built in 1950s were selected for SERS in 1998 and demolished in 2004-2007. What I am supposed to predict in this case?
      BTW, I remember that the flats here are about 5500 mm wide instead of 6096 mm wide like in other 1960s blocks? Do you have any floor plan?

        So it’s probably for sentimental value that they kept block 8, 9, 10 with block 9 the tallest.
        A great news if they don’t get enbloc, wonderful location to be in without having to pay a premium as compared to the private properties around.

Hi, someone from house and development board ever mentioned that flats which completed MUP will not be selected for SERS (news.asiaone.com/News/Mailbox/Story/A1Story20110303-266211.html – dead website). For example, the blocks in Circuit road MUP done before 2000 as well then they are no future plan for SERS yet .

    Just wanna know what’s your opinion ? As I read through your article I guess you think that MUP done more than 15 years ago and with good location still high chance for SERS huh? Some property agents and IDs also ever told me that MUP flat won’t be selected for SERS de as government has already spent so much for the upgrading . What do you think?

    1. The article dates from 3 May 2011, first upgraded block to be selected for SERS was Redhill on 3 Dec 2011. And for the statement “Under Sers, only sold blocks with good redevelopment potential are identified”. Have you read my website?… I stated myself that MacPherson blocks are dense enough and Paya Lebar airbase prevent the potential of redevelopment. Maybe after airbase will be closed in 2026…

        1. Have you seen any official statement that blocks with utility room are less likely to get SERS? In my opinion space adding items have NO importance. Note that some blocks the space adding item is a second toilet, which may be more useful than an utility room, too bad that after mid-1990s they offered utility rooms only.

    Do you know if there has been any case of compensation from government for land lease expiring for old houses. E.g Jln Jurong Kecil ,Queenstown, Geylang lor 3 etc. landed houses built by S.I.T with 60year lease.

    I have not come across info of compensation amounts, only about redevelopment of Jln Jurong Kecil site.

Geylang Lorong 3 Geylang houses does appeared on a map in same color with public housing, misleading me that they are built by SERS for 2 years, then in 2012 I found that they are private houses with 60-year leases. They are first leases to expire, in 2020. So nobody knows exactly what happens when the leases expire, but most likely you will NOT get any compensation. With 5 years left theycurrently suitable for purchase only by businesses who may earn in 5 years more profit than the house price.

      Queenstown (do you refer at Stirling Road?) is indeed public housing like Jahan Bahagia and can get SERS but nobody knows when this will happen and what will be compensation, given by the houses expanded that vary in size.

      Jalan Jurong Kechil is clearly private, how it is related with HDB SERS programme? Just done a google search and I have not came across any info about redevelopment. Show me!

Thanks for all the great information provided on this webpage but i am still wondering if ToaPayoh Lor 3 blk 91,96,100 will get an en-bloc because i am considering to move in as there is a nearby primary school nearby, and there is this fitness corner under renovation and i think that this location has great amenities and the braddell station is just a few minutes walk away and bare in mind that these buildings are around 50 years old though.

    1. It’s interesting how the walk-up blocks 92, 94, 95 were chosen for LUP in 2006, this makes me thinking that nearby high-rises (91-106) won’t be selected for SERS sooner than 2026. There is a long stretch of blocks with MUP but no LUP: 107-128, with 116-120 having largest spaces between blocks thus more likely for SERS. Most likely for SERS are blocks 1-3 who got first phase of MUP in 1990, but how soon SERS will happen… nobody knows! Do you know if they have lifts stopping at every floor from MUP ?

Based on the fact that SERS sites in Tanglin Halt have been in 2003, 2008 and 2014, I believe that Commonwealth will be announced for SERS in 2020 (or later) and given by how long takes to build replacement blocks, you will be evicted 5-6 years after SERS announcement… $10k renovation is not much, go and renovate it, considering that you will still live there to 2025 at least.

  36. hi, do you mean if the block have been upgraded with lift to every level will have no chance to become enbloc (SERS) even if the block is the only Four storey 3 room hdb. – blk 161 Jalan Bukit Merah Central. block was 33 yrs old now. Having lift upgrading during year 2013. Any change of en block in maybe 10 yrs? Thanks

    1. I won’t say that will never get SERS, but if HDB invested in upgrading we assume that they have no plans to demolish it next 20 years at least.

  37. I stay in Hong Lim area in Central Chinatown and there are several blocks there(Blk 532-536). Heard about enc bloc for years, but nothing so far. Its above MRT downtown and Chinatown lines. I understand that redevelopment near MRT lines may be a problem. Any views regarding this area? I really like this place because its super convenient. The blocks are built in 1980.

    1. Do you happen to know when they are built? lease is 1980 and 1981 but they are Improved type meaning that were built before 1978. what do you mean “I understand that redevelopment near MRT lines may be a problem. ” the problem is that HDB is not bothering to redevelop complexes with shopping centers, look at Selegie, York Hill, Beach Road, older than yours and still standing… Rochor Centre was an exception due of expressway that had to be build, Outram Park was a strange exception.

      1. Thanks for sharing your insight. My friend told me that redevelopment near mrt line can be a problem because if piling hits mrt lines they cannot build too high. Not sure about Hong Lim blocks whether it is within the MRT line parameters. I only knew hong lim HDB is 1980 based on the HDB resale data, but didn’t know its even older. So if its beside Chinatown point, chances of en bloc not high? If they redevelop it into something like the Park Hotel nearby, the blocks here can fetch higher prices due to central location. Just don’t know what is in their pipeline.

        1. Where is the MRT line? under Cross Street? I don’t think that is a problem, MRT line is just a tunnel 7 meters wide under street, no block will be built right above tunnel, if the tunnel is off-street if they build a condo, they can build tennis courts above tunnel and the building where is no tunnel.

    1. Blocks 63, 64, 65 = MUP 1993 and nothing else afterwards. Are there lifts stopping every floor? Looks like the first blocks in Kallang Bahru that may get SERS, but there is no space for replacement site, maybe when the industrial area in front of block will be cleared?

    I just purchased 15 Ghim Moh and plan to do a decent reno of ~ 35k. Providing that the last announcement of En Bloc in Ghim Moh/Holland area is 10 years ago (2005/06), I am now doubtful if the decision to do the reno is wise or not.

    1. Block 15 Ghim Moh = MUP 1999 and lifts upgraded as well. There’s also 25-storey blocks nearby. There’s at least 10-20 other places more likely to get SERS than yours, and considering that nowadays are less than 1 SERS site per year, your block will stand to at least 2030, you can do renovation.

  39. Any idea what is going to happen to Bt Merah View Blks 110, 111 and 112, all point blocks; and next to them Bt Merah View Blks 113 and 114 (4 storey blocks already ‘evacuated’). In the URA map, these blocks don’t even exist anymore.

    I am looking at potential SERS for Bt Merah View Blks 128, 129 and 130 which is nearby.

    Recently went over to check out the block of flats at Jalan Dua (Old Airport Road) – Blk 93,95, 97 and 99.
    I observed that there is an Lift upgrading project for the multistorey car park. They were basically building a lift there, as there is no lift there presently (if i’m not mistaken)

    Project Title: Proposed Additions & Alterations to existing multistory carpark Blk 93A Jalan Dua – Lift/Lift lobby at MeiLing Street

    Date of Permit issued 07/09/2015
    Expected Date of Completion: 1st Quarter of 2017 (initially was 1st quarter of 2016)

    Do you think this has any implications on the SERS potential of these block of flats?

    1. Multi-storey car park is built in early 1990s, they are likely to keep the parking intact and integrate it in the new development… but there is also a small chance to see the SERS plans cancelled and leave the four blocks intact!

      1. Oh, so you mean because of the carpark and this current lift upgrading there, the SERS plan has a small chance of being cancelled?

      2. Today went to Toa payoh site 157-163 to view a flat, saw the MSCP also being upgraded. Estate was just being re-painted before CNY(??). I noticed those HDB near highway are super noisy. Not sure if Condo owners would mind that. Any statistics on preferred condo location? 🙂 From what I see, this might lessen the chance the site gets SERS

    1. All blocks in Telok Blangah and Bukit Purmei have lifts stopping at every floor so I do not expect any more SERS sites over next years. Bukit Purmei is also 1980s estate.

    1. These blocks will be completed in 2020, don’t expect them to be put in SBF so early. Maybe later, at least 1 year after SERS affected residents selected the flats.

However, the 2013 announcement that Paya Lebar airbase will be closed, and the lack of other upgrading programmes after MUP done in 1993-1994, indicate that SERS will come in distant future.

Most likely after Paya Lebar airbase will be closed and height restriction of ~25 floors will be removed. Where can be the replacement site?

    1. Selegie House was tallest HDB block when it was built in 1963, and HDB keep blocks with historical significance intact for more years, but sone day it will end in SERS anyway. May be in 5 years, may be in 40 years, nobody knows!

  54. I’m looking to buy and do a total renovation at lorong 2 toa payoh. I notice that the block 121 lease commence year is 2002 and block 122 lease commence year is 1999. It’s the only two blocks that are pretty new in the area, compared to the rest of block 107-128 which is around 1968-1970.

    What are the chances that block 121 and 122 get en bloc together with the old ones or will they just be left standing when the whole area getting demolished? Do you think it’s risky to buy in that area?

    I noticed in Kebun Bahru Court BTO brochure that the blocks behind Mayflower Secondary has been listed as ‘site reserved for future high rise residential’, this is the blocks 255 to 257. What do you think the chances of SERS are? As West Coast blocks 513 broke the rule that recent LUP blocks will not be SERS-ed.

    1. Site reserved for future high rise residential development is the triangular space between blocks 256-258 and Mayflower school. Blocks got LUP in 2011 so won’t get SERS in near future. In the same time this triangular space is too small for a proper BTO so I believe that it will be reserved until the blocks will be finally demolished…. maybe 20-30-40 years from now.

    1. For Block 174, lift was upgraded too. Don’t forget Marsiling/Woodlands/Sembawang/Yishun were all occupied by BTOs so by right no SERS flats. Anyway, SERS is only applicable if it (a) probable redevelopment, (b) older flats who have received some upgrades but technically cannot be done.

      One more thing: Yishun is 1980s town and so far only blocks built up to 1980 got SERS, also Yishun is limited to 18 floors and SERS is done in areas where is redevelopment potential of 30+ floors

    1. No. Serangoon Central no space to build SERS flats. This area is too near PLAB. wait until 2025/2030/2035 then can do SERS.

      Now HDB is focusing on redeveloping older blocks with newer blocks provided if there is a higher ratio.

      It should be. They have high potential for redevelopment.

      Commonwealth Crescent might be the first to demolish. The residents might be relocated to Holland Close or Holland Village, due to its proximity. Or, they might be relocated to Tanglin Halt, once redevelopment is ready by 2021.

      1. Relocation of Tanglin Halt residents shld be done by 2021/22, followed by demolition from about 2023. Stay tuned for new SERS plans once the existing old flats are cleared.

    1. HDB give you compensation based on current market value. But I am not sure if everyone having same floor area gets same value, or higher floors gets higher value like on resale market.
      Biggest benefit is that you can buy a new flat with discount, with a fresh 99-year lease, taller and usually closer to MRT, which you can sell in 5 years for much higher value.

    I recently bought a high-floor corner unit at Blk 100, Toa Payoh Lorong 1. I note that you did not identify it as a potential SERS. But when do you think it would be SERSed?

    Unlike most people, I hope we don’t get SERSed for at least the next 10 years. Because I’m sinking money into reno. And it’s 5 mins’ walk from the Braddell MRT, which is nice and quiet : ) SERS is a nice deal for some people, and I think I’d like but not for now.

    It has upgraded utility room and lift at every floor. It’s about 15 floors. It’s a dense area, has some rental flats. But as you noted, some of these factors may no longer make it unlikely for SERS. It is also very old 1970. Sekali HDB SERS the whole place : (

      There are so many potentials SERS blocks in Toa Payoh but block 91-106 are less likely to be among the first to get SERS because blocks 92, 94, 95 got LUP in 2006.

    Does this affect your prediction if the Blks will get SERS for Blk 10 and 11.

    1. I live in Jalan Batu Block 11. We had a major upgrade (includes toilets and windows) in 2000 that includes lift upgrade that stops on every floor. So, I do not understand why they announced LUP on Aug 2015 when it was already done 16 years ago.

      On a side note, only block 10 and 11 did not have extension rooms when the major upgrade was carried out

    2. Jalan Batu blocks 10 and 11 had some units with no direct lift access. I know this because at the time I checked every block and compiled http://www.teoalida.com/singapore/hdbdatabase/ I marked the blocks saying no direct lift access for some units. Now is too late to check which units had no direct lift access. Anyway, this makes whole estate less likely to get SERS.

  64. Hello! I’d like to add for MacPherson estate, the Paya Lebar Way flats (Block 120-125) have received the LUP a few years ago. Currently, we are also doing the HIP upgrading and they did some works to the entire carpark. Do you think that this area might be selected for SERS when the airbase finally close?

    1. Blocks 120-125 are NOT part of MacPherson estate (blk 1-94), but part of Geylang East estate (blk 95-125), they are newer and likely to stand more. HIP confirm this.

Its very informative as I notice prior 2008 there are good no. of blessed residents almost every year. the world economy has not been good since 2008 and with the new president, i suspect our govt might be more cautious with SERs (touchwood). Mr Goh Chok Tong is the prime minister from 1990 to 2004 and that probably explain why the high no. of SERs over those years. i guess its the way the govt shares the fruits with the people. i read that he also started the foundation whereby the singaporeans students were given $ in their edu fund for education. I am honored to see that you list blk 208 AMK under your list of potential SERs site. I am not too sure if we will have the good fortune or not. hopefully the govt can consider the stretch from blk 208 to Blk 202 for development. but i have to say that the previous selection of blk 307 etc which is opposite my house is a much better choice. they are much nearer to the swimming pool. the only advantage of blk 208 may perhaps only be the straight stretch of blocks till 202 and the closeness to amk central. time will tell… finger cross.how about you? are your house located in potential SERs too 🙂 for me, no matter SERs or no SERs my long term plan is to relocate to Malaysia, its cheaper to build a landed house there. my gf is there. my brother is married got his own new flat in 2011. my parents are 81 and 86. he bought this house in 1978 for $17 000….

I didn’t realize you have replied over here (instead of email) till I visit your site tonight again as I was reading the Straits Times en bloc article on block 246 to 252 Ang Mo Kio Ave 1. (Trying to get a hint how the govt thinks when selecting SERs site, Block 244 and 245 which are 2 room flats are left out of the scheme somehow. Maybe the reason is because if they are SERs these residents might not be able to afford new 3 room flats?). Hmm the residents got their replacement flats and already moved to block 307A to 310C. (I always wonder where Block 244 to 252 residents move to). That was a GIANT shift from their original flats from west to east, they are now so much nearer to AMK central and MRT. Good for them, they are very blessed. The Bishan park opposite their flats are so much nicer than the other half too. The article mentioned that block 246 to 249 will be demolished next month i.e Feb 2017 and this will be completed in Sept 2018. The article mentioned Blk 250 to 252 have already been demolished in 2013 and new flats are been built. I will like to go to take a look for myself to check out the developments. Maybe I can visit the HDB branch office to find out when will these new flats be ready. Once the flats are ready, maybe the govt might be ready to announce the next SERs in AMK? Will there be a great SHIFT from east to west of residents this time round? Sure I will go to check out if there are many empty rental units in these 2 blocks by visiting every floor of the flats myself and chat with the residents. I will keep you posted if there are any unusual activities or rumors going on there. So far no news nor letters from HDB regarding the Home Improvement Programme for my block 208. 215, 216, 207, 205 no HIP too. Ironically 204 (just a street opposite 205), 202, 201 have HIP. And 218, 219 has HIP too. Neither is there any painting for our flats too since 2 general elections ago. I asked AMK town council a year ago and they told me the painting for flats will usually be at least 7 years. I thought the norm is 5 ? Maybe there is a change of policy.     Just to provide more info about Old Airport Road Blk 93, 95, 97, 99. Since BTO the adjacent plot at Jalan Satu/Dua will be launched BTO this May. There is no sign of SERS in the 4 aforementioned blocks so far. HDB has just replaced the water meters and now doing the rooftop garden at MSCP (93A). I’m living in Blk 93. Hopefully, to be SERS in these few years (probably, the adjacent plot of blk 49 Pine Close (besides Old Airport Rd FC). Those from Dakota Crescent have yet all cleared. Some still staying in, waiting to move out. Hope this info helps.

  72. Great chart! Given the recent official reminder that SERS is not a guarantee, some questions might be of interest: How old were the blocks when identified/announced for SERS? What kind of development were in the place of the demolished blocks? Teoalida, would u be able to insert new columns in your above table, e.g. TOP date of SERS blocks; age of blocks when SERS was announced; what were in their place?

      1. Thanks @Teoalida for the Excel file with TOP years. Even though SERS are not based on block age alone, its still interesting info to know. But the other thing is what is on the site now, cos it could be replacement blocks, or private residential or commercial developments, or still left empty; or even demolition abandoned like those walkups blocks 1,3,5,7,9 on Tiong Bahru Road. Another case is the Outram Road site has been empty (except short use as temporary hawker centre when the hawker centre at Smith Street was being renovated) probably due to MRT line construction (EW, and now TEC), and probably once that is completed or near completion around 2021, the site will be ready for the construction of new developments? The plot is so big that it can accommodate replacement sites for quite a few nearby potential SERS sites, and also enough for both public and private developments; definitely a hotspot to watch, given that it has 3 MRT lines by 2021.

  73. I personally stay @ Aljunied chup lau / circuit road area & I thought this area was good for SERS before buying it few years back. But I think some things to consider after living on the ground:

    Huge no of rental units in area… In SERS, where will govt shift this displaced group?
    There are 3 rental blocks at merpati road & dispersed units in block 37 & others as well.

    Too many old folks with units in area. These folks may not have adequate savings for SERS transition if it kicks in.

    Continued BTOs of 18 floors within area. After govt demolished ITE, they built a new bto project there instead of SERS. Why?

    Replacement sites availability
    The areas nearer to Paya Lebar shd be earmarked for other developments by government. There is still the old MacPherson primary school site & maybe the grass patch near Mattar station (but knowing government, shd keep this plot and make it to condo plot once height restrictions r eased?) If looking to Bidiari, that will mean shifting out of Geylang to Toa Payoh and not really inline with staying in same neighbourhood (though Rochor can be an exception).

    1. I already stated on potential SERS sites that MacPherson (Circuit Road) may get SERS after Paya Lebar airbase is closed. Because SERS is currently done only where land can be redeveloped into 30+ storey blocks.

Same height restrictions due to Paya Lebar airbase. There are 2* 18 stories point blocks in circuit road (Blk 41 & 42) that are ard 20 years old & compensation will be higher for them vs whole of ubi where tallest is I think 12 stories?

  74. Since Jurong Junior college is to be vacated in 2019, it might be possible to start sers for boon lay 207-215 in early 2020s if The Junior college is demolished.Probably will be done in 2 phases due to huge size of precinct.

The flats don’t seem well connected too. Plus the MUP age will have reach 20yrs in the 2020’s. Remains to be seen what Govt has in mind if they decide to redevelop/revitalise the Geylang Bahru precinct.

      *Can someone share if in the history of Singapore there have been ANY 5-room hdb blocks that has been demolished for SERS (or even before SERS was implemented)?

    Blocks 4-15 got MUP in 1994 then nothing else, don’t know if lifts stop at every floor, may be included in same SERS site. [Blk 6/7/10A&B/11A&B/14, 14A&B were completed by mid 1997, presumbly to replace demolished Blocks (Rental?). Shall see if any plans are in store for the rest of original Blks.]

    1. Small upgrades done by residents committee instead of HDB can be done until the date of SERS announcement. Anyway, nobody can tell HOW SOON a potential SERS block will get SERS.

I think it may still be used for rental blocks now though I may not have enough info on this. Possibly used for a few ownership blocks now though I’m not sure. Hope you find this new info helpful.

      Since I have purchased the property in Tampines block 114, after Tampines Court en-bloc, it will not go for SERS. It will only go for VERS.

        1. I do think that the rental block may be demolished. The block is isolated in an area where it is just alone so it would be quite viable to redevelop it. The surrounding areas are just industrial workshops. If it does get demolished I think it should happen by the mid-2020s. Some of the surrounding industrial areas in Industrial Sector A have been relocated and presumably demolished, So if it does happen it will face the same fate as Blk 55 sims drive (closed 28 March 2018 and awaiting demolition) and the Hougang rental blocks (demolished in 2009). Though the blocks have received minor upgrading works in around 2003 such as new lifts that stop at every floor (Not under HDB’ upgrading schemes). But Teoalida, may I ask if rental blocks can qualify for any sort of upgrading schemes by the HDB (eg. HIP) or no, because the flats are owned by the government and the residents cannot poll and pay for the block’s upgrading? Btw the limited stop lifts on the stairwells of Blk 1-3 Toa Payoh are undergoing replacement under SLRP, so perhaps now there is indeed a lower chance of those blocks getting SERS.

          1. Saw the 2019 MP (draft) released this week. Blk 26 Sin Ming looks to be gone, and in replacement is a side road entering from Marymount.

  87. A Malay resident of Blk 4 Boon Keng Rd told me that the original residents were shifted there from Arab St. The blocks were completed by 1996, and SERS was only officially launched in Aug 1995. Perhaps this was an example of the “pre-SERS” relocation programme.

    1. I do not see any HDB blocks on Arab street even in 1984 maps, demolished shophouses residents were also give a chance to live in HDB. Was your friend living in a shophouse?

      1. Hi. I finally met the Malay uncle this morning. He was in the midst of chatting with other food store patrons, so i could only asked a few quick questions.
        They were living in old pre-war two storied shop houses. The authorities might offer a few locations to residents. Some might opt for Woodlands as they’d relatives across the Causeway. Some might prefer to stay closer to town for the convenience & the amenities.
        If a particular household was not offered their preferred option, the next available option will be offered.
        Affected residents would move out once the replacement flats were ready after a few years.
        I didn’t have time to ask about potential rehousing compensation or benefits. But I guess that in those days, any offer made wouldn’t be too generous.

I also though that they will get SERS in 2017 with replacement site at Dakota Crescent SIT blocks announced to be demolished “for immediate redevelopment”, but ideas for conservation came and the SIT blocks are still standing. This is best example how rumours and predictions FAIL! I still think that some day, Old Airport Road 93-99 will be demolished, HOW SOON will this happen… nobody knows!

  91. A very comprehensive research, however this can be further improved if there are info on vacant plot of land for possible sers replacements flats which has to be nearby the sers estate.

  92. How about SERS potential for the few blocks around commonwealth close? MUP last done in 1995. The few 16 storey blocks were one of the first few blocks offered under the home ownership scheme in 1964 so has some historical significance attached to them.

    1. I already included Commonwealth Close in potential SERS sites. The 16-storey blocks do not have sufficient historical significance to be conserved and kept as public housing. In the best case they will get SERS but not demolished, rather converted for other use (as happened with SIT blocks along Tiong Bahru Road which became student hostels in 2000s then returned to HDB and used as Parenthood Provisional Housing Scheme.

Btw, this year Blk 1-3 TPY underwent the selective lift replacement programme SLRP, where the stairwell lifts were replaced into new limited stop lifts, thus making that place unlikely to get SERS. Btw, once MUP came the blocks already had lifts stopping at all floors because an external lift shaft was built with a lift to serve all floors. It might also be worth noting that some of the lifts at Blk 22 Sin Ming also underwent SLRP. Btw may I check if you might know the Built year of the sims drive sers blocks (eg. 54-56)? I can’t see them on the map. I know 62 was a later addition completed in 1978 but I still can’t discern if block 54-56 was from 1975 or 1976.   95. One more thing, are you sure the Zion road sers flats were completed in 1973 based on the excel spreadsheet? I remember reading an article on Newspaper SG from 2000 regarding the replacement of a faulty lift at Blk 88 stating that the older lift was 25 years old, which should mean the block was completed in 1975. It should be impossible the lifts were from 1973 then only replaced two years later, or the block was completed first then the lifts installed two years later. If not, it’s the article that’s problematic. I can send you the link to the article but it is only viewable via multimedia stations at national libraries, which I have gone to see in June earlier this year.

  96. For the Geylang/Macpherson, it is a conflict for SERS but should NOT HAPPEN IN SHORT TERM!! Will only happen in 2030 or after only if it happens.

    Can you update:
    SERS site announced in May 2018 for Macpherson Lane Blks 81, 82 and 83. (Factual). As of now, it is the latest SERS site, which by right means area is primed.

    But at same time:
    HIP with Ease announced for Blks 37, 68, 70, 71 and 72 Circuit Road. Yet to be voted for though. (Only residents will know) . So heads up to speculators.

    Issue with these 5 blocks are that they are partial rental blocks, i.e. the block is a mix of rental units with owned units. It is a messy neighbourhood. Blks 68, 70, 71 and 72 are directly behind the MRT exit sitting across the SERS replacement site for Macpherson Lane (Very prime site), but also means dust and noise over next few years.

    I am a resident in one of the blocks.

      Now I want to ask you for more info to complete https://www.teoalida.com/singapore/hdbdatabase/ I know that blocks 14-16 were built in 1950s (possibly shortly after Upper Pickering Street) at least block 17 been leased in 1976 (tenants were allowed to become owners), been announced for SERS in 30 Jul 2000 and demolished, disappeared from Google Earth historical imagery in 2002. I want to know exact year built, number of floors and dwelling units, breakdown by flat type.

      Were you still living here at the time of SERS announcement? Were residents happy or sad to move so fast? This SERS site took so little time to complete because residents moved in a block already or nearly completed, compared with usual SERS sites where HDB start construction of replacement blocks after SERS announcement.

The shortest living hdb blks I found is blks 101 and 102 depot rd build 1975 and demolish pre 1984 especially Blk 101 which according to a writing on the 1981 map it was not there in 1981 meaning it was demolish pre 1981(most likely 1979 or 1980) I can only Guess why this happened is because of a flaw in the design so it has to be demolish

    I understand you mention ‘Commonwealth View’ as your potential SERS. Just want to be sure does this include Commonwealth Crescent blocks as well. I’m staying blk 102. However, MUP was done in 1992 if I’m not mistaken.

  102. Blk 102, Comm Crescent having minor upgrading as in painting, repairing now, saw the notice along the road. Think Comm Close and Comm Drive chances higher. The school and the Heritage centre is gone and some construction is going on the piece of land behind the MRT.

    1. Hmm but Comm Close and Drive sits on a hill. Was thinking if one of the considerations is prime location for 50 storey flats, do height of land affect? I’m just optimistic as Crescent is ‘flat’ land and it does seem that there’s alot of open space for conversion into 50 storey flats. 2ndly, most of the car parks are open air which is understood may be a something they might want to convert to multi story Carparks for efficient space utilisation. If I’m not mistaken, Comm Drive and Close has a multi storey Carpark up the hill. It’s just to me, it makes more sense to SERS Crescent. The issue is honestly rumors have been spreading since 10 over years ago actually in our area.. And it sucks cus of HDB planning, price dropped and its remaining lease is a cause for the flats unable to sell easily. I learnt that there is this new HDB rule on remaining lease must be able to cover buyer till 95 years old or something to use CPF payment.

      There is also a Multi Gen fitness Corner being built in the vicinity in between Close, Drive and Crescent. My take is this, the area is highly occupied by elderly, the youngest in school now probably less than 50. Most are elderly. And if govt wants to encourage 3 Gen flats so the younger ones can choose to stay and take care of their parents. It’s a wise choice to utilise this area to convert these buildings into the current 50 storeys btos that I agree with, as well as include more 3 Gen here. Of course I persoanlly fall into the category wanting to stay in this area my parents and grandparents stayed in the entire of their lives together so I could take care of them as well. So why not build more 3 Gen flats here at the same time while rebuilding new 50 storey btos here to fully utilise the land. So if the Tanjong Pagar Town Council wants to build a ‘Multi Gen Fitness Corner’, but in an area 80% are elderly. It doesn’t really makes sense a a government who spends efficiently and effectively. Therefore, its my takes that it makes sense to convert and SERS this area soon into 50 storey btos with 3 Gen flats. 3 Gen Flats all not built in this area.. I don’t understand why it’s built outwards like Yishun, Woodlands or Tampines. Then we see so much leftover 3Gen not taken up in these areas. I feel its not a smart planning by HDB higher up honestly. Even the new hdb beside Commonwealth mrt which are 40 or 50 stories high? Why no 3 Gen flats at all? That’s one question mark I have ??

    We have used Teoalida’s car database for Europe for over 3 years and it is always been a treasure trove of information.   112. this is quite interesting, I am turning 35 in a couple of months and is beginning to do some research. Since I stay in AMK and I was looking at geylang properties previously, am quite surprised that the sites I identify is listed here too.

    1) AMK blk 33x (1980), 20x (1975)
    2) Dakota blk 95-99 (1962)

    what attracts me is the much lower price as compared to the recent TOP properties, the differences can be 200k – 400k. Main struggle now is

    1) AMK lower risk, decent returns, +10k proximity grant
    2) Dakota very high risk, jackpot return, less 10k proximity grant

    1. Actually, this doesn’t matter if they get SERS because even lift replacement or installation don’t mean SERS will come like latest SERS example at Ang Mo Kio and West Coast.

    2. Actually this does not matter now. The government is trying to find lands required to replace old flats for safety reasons, either SERS or VERS will be done.

      So Woodlands Checkpoint has done through SERS and practically it is the 2nd flats to do so.

    Block 53 Toa Payoh has 3 lifts; two of them are limited-stop*. But all three underwent modernisation recently, I think around Late 2010s.

    1. Blocks 107-112 do not have LUP. Both lifts in each one of the blocks just got modernised. For Block 116-120, that’s LRP you’re talking about. Upgrading programme involves making of new lift shafts, while replacement programme is just replacing the lift, and continuing to serve the same floors as before.

    1. There is a short period after last resident moved out until the block is sealed for demolition. You need timing…

  119. For Farrer Road, I don’t think it will kena SERS since the land is too narrow, despite in some blocks the lifts don’t stop at all floors. Maybe they’re saving it for VERS? But it still does have SERS potential.

  120. By the way, Blocks 1-3 Toa Payoh *do* have lifts stopping at every floor. One of them serves all 11 floors, but the other two only serve level 1, 5 and 9. And to add on, it already received all floor access since MUP.

    But how come those blocks got demolished in 2009 without SERS
